Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Open Competitive: Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems. Duties Description These positions will include project-specific work for the I-81 Viaduct Project. The selected candidates may have various responsibilities including, but not limited to; design, construction, Design-Build procurement, consultant management, project development activities and utility coordination. These positions will require travel to Syracuse. As a Professional Engineer 1 (Civil/Transportation) with design/consultant management responsibilities, the selected candidates will perform assigned functional project duties including, but not limited to:Supervising and leading State forces and/or consultant highway or bridge design teams throughout all stages of the project development process; coordinating project activities with regional & Main Office functional units and/or consultants, local officials and the public; monitoring project progress with respect to cost, scope, schedule and quality; and managing, assisting and providing quality control for the production of Design Bid Build and/or Design Build procurement documents; coordination of utilities in design and construction stages.As a Professional Engineer 1 (Civil/Transportation) with construction responsibilities, the selected candidates may be assigned to duties including, but not limited to: I-81 Administrative Office Engineer, Change Order review specialist, Assistant to I-81 Area Supervisors on one or more Design Build or Design Bid Build projects. On behalf of the I-81 Area Supervisor, occasional monitoring of night or weekend work may be required to support project activities. The duties may include supervision & management of consultant and State forces; monitoring construction activities to ensure compliance with contract requirements as well as Federal, State, and Local Laws, Rules and Regulations; assuring the contractor meets high standards of quality and workmanship and overall safety on the project.The duties of these positions may require travel and field work. At the time of appointment and continuously thereafter, possession of a valid license to operate a motor vehicle in New York State is required or the ability to meet the travel requirements of the position must otherwise be demonstrated.Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments While the primary location will be Region 3, Senator Hughes State Office Building, Syracuse NY, Onondaga County, it is anticipated that remote work (from another Region, telecommuting and/or a Region 3 construction contract site) may be possible based upon specific assignment.* For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education.
