The Governor’s Office of Economic Development and International Trade (“OEDIT”) was created to foster a positive business climate that encourages quality economic development through the support of local and regional economic development activities throughout the State of Colorado. A comprehensive slate of programs within OEDIT’s divisions work together to offer economic development services for all Colorado businesses – new and expanding, traditional and emerging, small and large – including retention programs to ensure continued competitiveness of Colorado’s economic base, and job training to keep Colorado’s workforce the best in the nation.

As a Division within OEDIT, the Colorado Tourism Office's (CTO) mission is to drive traveler spending through the promotion and development of compelling travel experiences throughout the state. The CTO promotes Colorado to travelers through domestic and international marketing, public relations, social media, influencers, the Official State Vacation Guide, and colorado.com and provides traveler services at ten Colorado Welcome Centers. The CTO collaborates with destination marketing organizations, local communities, industry associations, government agencies, and private businesses to inspire Colorado travel and support the development of new travel opportunities. The CTO is focused on providing support for Colorado’s tourism industry and positioning Colorado as the premier U.S. destination for active, outdoor, and unique experiences.

POSITION:

The Destination Stewardship Manager works closely with the Director of Destination Development & Sustainability to design, deliver, and report on industry programs that provide strategic guidance, capacity building, and implementation resources for Colorado tourism destinations, industry associations, and private businesses. The Destination Stewardship Manager also collaborates with the entire CTO team, the CTO Destination Development Committee, the Care for Colorado Coalition, state and federal agency partners, and the Scenic & Historic Byways Commission to advance strategies that drive traveler spending, protect and preserve natural and cultural areas, and that enhance resident quality of life.

In general, this position will be responsible for supporting the development of opportunities for the Colorado tourism industry, assisting with the implementation of Destination Stewardship projects, supporting strategic industry partnerships and educational opportunities, and assisting with additional projects of the CTO team.

KEY DUTIES AND RESPONSIBILITIES:

Management

  • In concert with the Director of Destination Development & Sustainability, provides leadership to maximize Colorado’s potential for generating increased visitor spending and creating compelling, sustainable traveler experiences throughout the state.

  • Supports the design, implementation, and reporting of a series of capacity-building programs offered by the Destination Development team that benefit Colorado destination organizations and Colorado tourism industry associations.

  • Supports the management of external consultants including training, project management, work timelines, and deliverables.

  • Supports the implementation of Tourism Management Grant projects including execution of timelines and deliverables.

  • Performs other duties as assigned.

    Development, Education & Stewardship

  • Manages statewide tourism product development initiatives that build Colorado’s reputation as a premier destination for cultural tourism, outdoor recreation, low-impact travel, and agritourism in partnership with Colorado tourism industry partners.

  • Manages the CTO’s online learning platform, CTO Learning Labs, to deliver opportunities that promote hospitality training and visitor readiness, with a focus on supporting industry partners and frontline workers in emerging destinations.

  • Manages design and delivery of other educational offerings for emerging or small-budget tourism destinations and attractions, including educational experiences for the annual Colorado Governor’s Tourism Conference and regional tourism conferences, as requested.

  • Oversees the Care for Colorado Coalition and engagement of these partners including partnership strategy, execution of quarterly Care for Colorado Coalition meetings and In-Action Workshops, and managing Care For Colorado assets.

  • Supports the management of Destination Stewardship-related research efforts in partnership with CTO Deputy Director, Destination Stewardship, and CTO Destination Stewardship Council.

    Industry Communications

  • Supports the development of success stories related to CTO Destination Development and Stewardship programs and the production of these success stories on the CTO industry website and other channels.

  • Provides input to the CTO Communications and CTO PR team on opportunities to build awareness of success stories related to Destination Development and Stewardship programs.

  • Provides support to tourism industry partners that participate in Destination Development and Stewardship programs on ways to build awareness of their achievements.

    Consumer Marketing & Promotion

    In collaboration with the CTO marketing team and in keeping with the CTO brand:

  • Supports the development and execution of customized Do Colorado Right campaigns.

  • Provides input for the promotion of cultural tourism, outdoor recreation, low-impact travel, and agritourism offerings through CTO marketing, public relations, promotional, and social media campaigns.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:

Previous knowledge and demonstrated skill in program planning and coordination of multiple projects and assignments. Ability to work with a wide variety of people at all levels in stressful situations and exercise confidentiality and discretion as appropriate. Skill in relationship building and networking with a diverse population of organizations, associations and interest groups.

Strong oral and written communication skills that include the demonstrated ability to edit and write. Excellent time management skills, including the demonstrated ability to meet timelines and prioritize multiple projects.

Team orientation and the demonstrated ability to work effectively with peers, subordinates, and supervisors. Ability and willingness to work hours beyond the standard daily or weekly schedule when necessary.

This role is based in Denver. The role will involve travel around the state (likely 1-2 trips/month)

EDUCATIONAL AND EXPERIENCE

A four-year college degree in tourism management, sustainable tourism, marketing, communications, or related subjects, or an equivalent 4 years of experience in marketing, tourism development, sustainable tourism and/or related subjects.

Experience with heritage or cultural tourism, agritourism, outdoor adventure, marketing, rural economic development and community relations is strongly preferred.

Conditions of Employment

Supplemental Information

Salary Range: $68,000 - $75,000 Annually

This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. “At-will” employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
